What Was the Punjab Bike Scheme Phase 1?
Punjab’s March 2024 announcement introduced a plan for 20,000 student bikes under the original program: 19,000 petrol bikes and 1,000 electric bikes. Punjab Government announcement.
The 20,000 figure was the planned allocation, not a confirmed delivery total.
Phase 1 Bike Allocation and Coverage
The Bank of Punjab’s historical terms, updated 17 April 2024, specify 19,000 petrol bikes and 1,000 electric bikes. Petrol bikes were available across Punjab districts, while the electric-bike category covered students in Lahore, including Kala Shah Kaku, Faisalabad, Rawalpindi, Multan and Bahawalpur. Original BOP terms.
| Bike Category | Planned Allocation |
|---|---|
| Petrol Bikes | 19,000 |
| Electric Bikes | 1,000 |
| Total | 20,000 |
This means the commonly used description of Phase 1 as a five-city scheme does not apply to every vehicle category. Use district coverage and quotas for the distinction between geographical coverage and allocation.

Phase 1 Balloting Records
Applications exceeding the available allocation were handled through electronic balloting.
An official male e-bike waiting-list PDF dated 11 May 2024 records 4,341 eligible applicants and 700 successful applicants for that category. It is a category-specific record, not the result for the entire 20,000-bike allocation. Official historical waiting-list PDF.
Use the balloting guide to understand historical results, categories, and application identifiers.
Phase 1 Delivery Status
The original scheme planned 20,000 bikes, but allocation and delivery are separate measures.
The Punjab Transport Department currently reports that more than 18,500 bikes have been delivered under the interest-free student bike scheme. This figure should not be presented as an exact 20,000-bike delivery total.
